参数
width-
The number of columns in the scaled image.
height-
The number of rows in the scaled image.
filter-
Image filter to use.
blur-
The blur factor where larger than 1 is blurry, lesser than 1 is sharp.
返回值
The Gmagick object.

错误时抛出 GmagickException。
